Prof. Scott Barnhart, MD, MPH, and Assoc. Prof. Amy Hagopian, PhD, MHA, joined a discussion on the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), and transitioning to individual government ownership of HIV/AIDS efforts. They argue that this requires further local health system strengthening "of Marshall Plan proportions," stating, "to sustain care, countries are better served by a rapid scale-up in public-sector health system strengthening. The greatest burden of disease in all countries is from the many non-HIV illnesses and injuries, so scale-up can have broad effects on the overall burden of disease..."
